A wetland delineation in Mississippi costs about $2,500 to $4,500 on a parcel under two acres, $4,000 to $6,000 at five acres and $6,000 to $14,000 on a 10 to 20 acre tract, and a licensed surveyor's plat of the flagged line adds $1,200 to $4,000. The agencies themselves are cheap. The Army Corps charges nothing for a jurisdictional determination, Mississippi's environmental agency charges nothing for the state water quality certification, and the one state fee that exists is a $50 or $500 application on the Gulf coast.

That makes Mississippi unusual. The money is in the consultant's field days and the surveyor's plat, and the time is in the agencies: MDEQ says an individual certification is typically issued three to six months after a complete application. If you are buying land with a closing date, the schedule matters more than the fee schedule.

How much does a wetland delineation cost in Mississippi?

The field and report work is priced by acreage and by how hard the line is to find. In the Delta and the Coastal Plain, soils and vegetation change gradually, so a consultant digs more soil pits and writes more data forms before the line can be drawn. Expect the upper half of each band on flat bottomland and pine flatwoods with seasonal water. The ranges below are market ranges for consultant and surveyor work, not published rates.

Do I need a permit to fill a wetland in Mississippi?

If the wetland is a water of the United States, yes: a Section 404 permit from the Army Corps of Engineers. Mississippi is split between two Corps districts. As a rule, the Vicksburg District handles most of the state and the Mobile District handles the Gulf coast and the east, so confirm which one has your parcel before you call anyone. Since the Supreme Court's 2023 Sackett decision, federal jurisdiction reaches only wetlands with a continuous surface connection to a regulated water, so an isolated depression may fall outside it. A consultant's report is what shows which side of that line your wetland is on.

Farmland needs a separate check. Prior converted cropland, which is common in the Delta, is excluded from federal jurisdiction, but the status is confirmed through the USDA Natural Resources Conservation Service, not by a consultant's opinion. If you are buying row-crop acreage with a plan to build, ask for the NRCS determination before you pay for a full delineation.

Does Mississippi charge for a Section 401 water quality certification?

No. MDEQ's own fact sheet states that there is no fee for water quality certifications. A 401 certification is required whenever a project needs a federal permit to fill or dredge a water of the United States, and the first step is a prefile meeting request with MDEQ. Because the Corps cannot issue the 404 permit until the state certifies, the three to six month MDEQ review sits on your critical path. Outside the coastal zone we found no separate state wetland fill permit, so the state's role is this certification after a federal permit is in play.

What does the coastal wetlands permit cost?

In the coastal counties, the Mississippi Department of Marine Resources runs its own program under the Coastal Wetlands Protection Act. Its Joint Application and Notification Form lists a $50 fee for residential projects and a $500 fee for commercial projects, and the application is not processed until the fee arrives. The department also asks for a diagram of the proposed project, which is where a surveyor's drawing earns its cost: the lines on the diagram need to match your deed and the flagged wetland edge.

Why a licensed surveyor has to locate the line

The consultant hangs flags. The line on your plat comes from a surveyor, because locating the wetland edge against your boundary, easements and setbacks is a survey task, and a permit office, a lender or a title company will want it tied to your legal description. Ask the consultant to flag in the order the surveyor will shoot, and ask the surveyor to pick up the flags before leaf-out or a high-water event destroys them. Re-flagging is a second field day on both sides.

What is a jurisdictional determination and do I need one?

A jurisdictional determination is the Corps' written finding on whether waters of the United States are on your site. An approved JD is the formal version and can be appealed. A preliminary JD is advisory: it simply treats flagged wetlands as jurisdictional so you can move to permitting faster. If you plan to avoid the wetland entirely, a preliminary JD or no JD may be enough. If the delineation shows an isolated wetland you want to fill, an approved JD is the document that records that it is outside federal jurisdiction. The Corps does not charge for either.

How to keep a Mississippi delineation inside budget

Check the National Wetlands Inventory, the NRCS soil survey and county flood maps before you buy, so you know whether you are pricing a two acre job or a forty acre one. Decide the building footprint first, then delineate only the area around it if the agency allows a limited study. Book the consultant during the growing season, since a dormant-season delineation can be harder to defend. And run the schedule backward from your closing or construction date, using the three to six months MDEQ quotes.

Describe the parcel once above and we will match you with up to three licensed surveyors who work your county and coordinate with wetland consultants. For how to vet the consultant side, see our wetland delineation services page. If the same lot sits in a flood zone, the elevation certificate guide for the neighboring Gulf coast prices the other survey you are likely to need, and next door the rules differ, as laid out in wetland delineation cost in Alabama and wetland delineation cost in Louisiana. Once the line is drawn, a quick estimate of what the remaining upland is worth shows whether the lot still pencils.
