A wetland delineation in Virginia costs about $2,500 to $4,500 on a parcel under two acres, $4,000 to $6,000 at five acres and $6,000 to $14,000 on a 10 to 20 acre tract. A licensed surveyor's plat of the flagged line adds $1,200 to $4,000. If you then need to fill wetlands, the Virginia DEQ application fee for an individual Virginia Water Protection (VWP) permit is $2,400 for up to two acres of impact, plus $220 for each additional tenth of an acre.

Virginia is one of the states where the state permit fee is a real line item and not a rounding error. Most owners never reach it, because a delineation that shows a small wetland usually leads to a redesign that avoids it. The owners who do pay it are developers and builders who cannot move the house pad, the road or the stormwater pond.

How much does a wetland delineation cost in Virginia?

The price follows acreage and how hard the line is to find. The Tidewater and Southside lowlands, with flat ground, mixed soils and seasonal water, push a consultant to the upper half of each band because more soil pits and data forms are needed before the edge can be defended. These are market ranges for the consultant and the surveyor, not agency fees.

How much does a Virginia Water Protection permit cost?

The fee comes from the State Water Control Board fee regulation, 9VAC25-20-110. For an individual VWP permit covering impacts to wetlands, streams or open water, the application fee is $2,400 plus $220 for each 4,356 square feet (one tenth of an acre), or portion of that, of impact over two acres, with a $60,000 maximum. Impacting 2.5 acres of wetland therefore costs $2,400 plus five increments of $220, or $3,500. Smaller impacts often qualify for a general permit with a different fee schedule, so ask DEQ which authorization applies before you budget.

The application fee is the small part. Compensation for the lost wetland, usually bought as mitigation credits, and the consultant time to write the application usually cost far more than DEQ's fee, and neither is included in the table above.

Why Tidewater lots need a delineation even without a fill

In Tidewater localities covered by the Chesapeake Bay Preservation Act, the Resource Protection Area includes a 100 foot buffer measured landward from the edge of tidal shores, tidal wetlands and certain nontidal wetlands connected to them. State guidance says wetland delineation is how the landward edge of those wetlands is set on the ground, so the buffer line starts from the flags and not from a county map. Many of the county maps are built from the National Wetlands Inventory, which can differ from what a field crew finds. If your lot is near a creek or marsh, the delineation also tells you how much of the lot you can build on at all. Localities apply the rules through their own ordinances, so confirm the exact buffer rules with your planning office.

Why a licensed surveyor has to locate the line

The consultant hangs flags. The line on your plat comes from a surveyor, because locating the wetland edge against your boundary, easements and setbacks is a survey task, and a locality, a lender or a title company will want it tied to your legal description. Ask the consultant to flag in the order the surveyor will shoot, and ask the surveyor to pick up the flags before leaf-out or a high-water event destroys them. Re-flagging means a second field day on both sides.

What is a jurisdictional determination and do I need one?

A jurisdictional determination is the Corps' written finding on whether waters of the United States are on your site. An approved JD is the formal version and can be appealed. A preliminary JD treats the flagged wetlands as jurisdictional so you can move to permitting faster. If you plan to avoid the wetland entirely, a preliminary JD or none may be enough. If the delineation shows an isolated wetland you want to fill, an approved JD is the document that records whether federal law reaches it. Virginia's state permit can still apply to state waters, which is why the federal answer alone is not the end of the question.

How to keep a Virginia delineation inside budget

Check the National Wetlands Inventory, the NRCS soil survey and local flood maps before you buy, so you know whether you are pricing a two acre job or a forty acre one. Decide the building footprint first, then delineate only the area around it if the agency accepts a limited study. Book the consultant during the growing season, since a dormant-season delineation is harder to defend. If the permit is unavoidable, price the mitigation credits before you price the fee, because that is where the budget moves. Once permits clear and the job moves to the field, a contractor tracking the specification trail can keep submittal packages organized from the specs instead of rebuilding them by hand.

Describe the parcel once above and we will match you with up to three licensed surveyors who work your county and coordinate with wetland consultants. For how to vet the consultant side, see our wetland delineation services page. If the same lot sits in a flood zone, the elevation certificate cost guide shows how that second survey is priced, and for a state with a very different fee structure compare wetland delineation cost in Pennsylvania or North Carolina.
