An elevation certificate in Houston typically costs $400 to $900 for a single-family home, with commercial buildings starting around $900 per structure. The part that costs real money is not the certificate. Since September 1, 2018, the City of Houston has measured new homes in the floodplain against the 500-year flood elevation plus two feet, not FEMA's base flood elevation, and it wants the certificate before framing starts. Outside city limits, Harris County applies a similar rule of its own.
So a builder or owner can have a correctly completed FEMA elevation certificate showing the slab above the base flood elevation and still hold a house that does not meet the permit. The rule is in the City Code, it has been in force since the post-Harvey amendments, and it applies in the 500-year floodplain too, where many buyers assume there is no flood rule at all.
How much does an elevation certificate cost in Houston?

The low end is a slab-on-grade house on a flat lot with a usable benchmark nearby. Two Houston-specific things move the price up. The first is subsidence. FEMA's own MT-1 instructions name Harris County as an area where ground and structure elevations must be run from the most recently adjusted elevation reference mark, so a crew that uses an old published benchmark can produce a certificate that does not match the base flood elevation it is compared against. Ask the surveyor which benchmark and which adjustment date they will use. The second is the stage: a new build in the floodplain needs at least two certificates, and quotes that price one are not comparable to quotes that price the pair.
What Chapter 19 requires: the 500-year flood plus two feet
Houston's floodplain ordinance is Chapter 19 of the City Code, amended by Ordinance 2018-258, adopted April 4, 2018 and effective September 1, 2018. Section 19-2 defines the number everything is measured against:
"Minimum flood protection elevation means the 0.2 percent flood elevation, plus 2 feet."
The 0.2 percent flood is the 500-year flood. In the 100-year zones on the flood map (A, AE, AH, A1 to 30 and A99), Section 19-33(a) requires that for residential additions, new construction and substantial improvements, "the lowest floor and all utilities must be elevated to at least the minimum flood protection elevation." Small additions get a break: an addition no greater than 33 percent of the habitable area can be built one foot above the base flood elevation instead.
Section 19-33(b) then extends the same minimum to the shaded Zone X, the 500-year floodplain, for any addition to and new construction of a residential structure. Substantial improvement is not listed in that subsection, and the city's own Chapter 19 guidelines table from August 2018 reads the same way: new structures need the 500-year elevation plus two feet in both floodplains, substantial improvements need it in the 100-year floodplain and carry no elevation requirement in the 500-year floodplain. Critical facilities in the shaded X zone go to three feet above the 500-year elevation, and AO zones have their own depth-based rule.

The practical consequence: the FEMA certificate form asks for the base flood elevation, and a house can sit comfortably above it while sitting below Houston's minimum flood protection elevation. A plan reviewer checking against Chapter 19 is not reading the BFE box; they are checking the lowest floor against the 500-year number plus two feet. That is why the finished floor elevation should be set from the Chapter 19 number at the design stage, and why a surveyor who issues elevation certificates in Harris County will ask for the 500-year elevation, not only the BFE, before they shoot the forms.
When does Houston require the elevation certificate?
Section 19-19(c) is short and it has teeth: "A permittee shall submit an elevation certificate to the city engineer before the framing of a structure has started. Failure to do so may result in the revocation of a permit issued hereunder." Chapter 19 defines the certificate as a statement from a Texas-licensed engineer or surveyor, on the most current FEMA form, certifying that the lowest floor has been elevated at least as high as the chapter requires. A floodplain development permit application is a separate step under Section 19-17, with fees set in the city fee schedule, so budget for that line separately from the survey.
If you are a builder, this means the surveyor is on your schedule twice: once when the slab or forms can be shot, and again at finished construction. Book the second visit when you book the first. Waiting for the framers to be ready before calling the surveyor is how Houston projects lose a week.
What about unincorporated Harris County?
Outside city limits, the Regulations of Harris County, Texas for Floodplain Management (amended and effective July 9, 2019) govern. For a Class II permit, which covers building in any A zone, below the 100-year elevation, in a floodway or in a V zone, Section 4.07(b)(1) requires the top of the subfloor of the lowest habitable floor to be "twenty-four (24) or more inches above the 0.2 percent or 500-year flood elevation or twelve (12) inches above the level of the crown of the nearest public street, whichever is higher." In a floodway, the lowest supporting member goes 36 inches or more above the 500-year elevation. On ground between the 100-year and 500-year levels, the lowest habitable floor must be at or above the 500-year level.
The county engineer's permit page asks for two elevation certificates, one before pouring the slab and one for the post-construction finished floor elevation, and its FAQ says a certificate is also necessary in the 500-year (shaded X) floodplain. Re-inspections after the first are billed at $260 each, which is a good reason to have the slab certificate right the first time. For a single-family, single-lot site, Section 4.04(e)(2) lets an elevation certificate satisfy the topographic survey requirement, which saves a separate topo.
Does MAAPnext change my elevation certificate?
Not yet. MAAPnext is the Harris County Flood Control District's project to replace the county's flood maps. As of September 2026 its own site describes the maps as a draft, shared for informational purposes, that "cannot be used for insurance or regulatory decisions." Preliminary FIRMs have not been issued. Permits and certificates are still based on the effective FEMA maps. If you are building now, it is still worth looking up your lot on the draft maps, because a lot that is likely to move into a higher zone is a lot where designing above the minimum costs little now and saves a lot later.
Do I need an elevation certificate to buy flood insurance in Houston?
Not to buy an NFIP policy. Under Risk Rating 2.0 the certificate is optional for rating, though a certificate showing the building well above the flood elevation can lower the premium, so it is still worth ordering on many Houston homes. Where it remains mandatory is the permit: a Chapter 19 or county floodplain permit for new construction, and any request to take a property out of the mapped flood zone. Can a Houston lot be removed from the flood zone?
Sometimes. If the ground was naturally at or above the base flood elevation, a LOMA is free and is decided on the lowest ground touching the structure; see how to get a LOMA. If the lot was raised with fill, which describes many newer subdivisions around Houston, the request is a LOMR-F, which needs the community's signature on FEMA's Form 3 and a review fee of $425 online for a single lot. How to order an elevation certificate in Houston without paying twice
Tell the surveyor four things up front: whether the property is inside Houston city limits or in unincorporated Harris County, whether this is an existing home or new construction (and which stage), the permit number if there is one, and whether you also want a LOMA or LOMR-F. Ask which elevation reference mark and adjustment date they will use, since subsidence makes that a real question here.
