Construction site survey and construction surveying services: what each phase costs and who pays for it
Construction surveying services are the licensed survey work a project buys from first sketch to closeout: the boundary and topographic survey the engineer designs on, the construction staking that puts that design on the ground, and the as-built survey that closes the permit. Priced by phase, most of those pieces land between $350 and $3,500 each, and a typical commercial job buys five to twelve of them. The part almost nobody budgets correctly is who pays. The standard general conditions used on most US commercial projects, AIA A201-2017, tell the Owner to furnish the site survey and then say nothing at all about construction staking, which is why layout costs so often arrive as a change order.

What do construction surveying services actually include?
Construction surveying is not one purchase. It is a series of separate visits by a licensed survey crew, spread across the life of a job, each with its own deliverable and its own price. Buying it as though it were a single line item is the most common way a project ends up with an unfunded survey budget in month four.
The work splits cleanly into three stages. Before design, the surveyor establishes what is actually there: where the property lines run, where the utilities sit, and what the ground does. That is a property line survey or, on a commercial deal, an ALTA survey, plus a topographic survey that the civil engineer designs on top of. Skip or cheapen this stage and every drawing downstream inherits the error.
During construction, the crew works in the other direction: it takes the engineer’s finished design and puts it back on the ground as stakes, offsets and grade marks the field crews build to. That is construction staking, and it is bought by the mobilization, not by the project. Rough grade, building corners, utilities with invert grades, then curb and pavement, each a separate trip scheduled around a crew that is already standing on site.
At the end, somebody has to prove what got built. An as-built survey records the constructed positions and elevations, and on most permits it is the document that lets the jurisdiction sign off. On a building with a slab, a foundation survey sits in the middle of that sequence as its own checkpoint before the concrete goes in.
One clarification worth making early, because it drives a surprising amount of confused quoting. "Construction site survey" gets used for two different things: the existing-conditions survey done before anyone breaks ground, and the staking done while the job runs. When you request a quote, say which one you mean and say what phase you are in. A surveyor who thinks you want a topo will price a day of fieldwork and a drawing; a surveyor who thinks you want layout will price a mobilization.
How much do construction surveying services cost per phase?
This is the whole survey budget for one project, broken into the visits you will actually be invoiced for. Ranges are 2026 US figures for a standard site with reasonable access. The right-hand column is what happens by default on most jobs, not a legal rule, and it is exactly the column to settle in writing before work starts.

Who pays for construction staking, the owner or the contractor?
On most US commercial projects the general conditions are AIA Document A201-2017, and it is worth knowing exactly what that document does and does not say, because it is the source of the argument.
What it says is narrow and clear. Section 2.3.4 reads: "The Owner shall furnish surveys describing physical characteristics, legal limitations and utility locations for the site of the Project, and a legal description of the site." So the boundary, the topo and the utility locating are the Owner’s to buy. Section 3.2.2 then requires the Contractor, before starting each portion of the Work, to study that information and "take field measurements of any existing conditions related to that portion of the Work."
What it does not say is the expensive part. Read the whole of A201-2017 and the words monument, benchmark, stake and staking do not appear once. The industry’s standard general conditions are completely silent on who performs construction layout, how many mobilizations are included, and who eats a re-stake. That silence is not an oversight; layout is meant to be assigned in the specifications rather than the general conditions.
The place it belongs is Division 01 of the project manual, MasterFormat Section 01 71 23, Field Engineering, which carries the subsections 01 71 23.13 Construction Layout and 01 71 23.16 Construction Surveying. If that section was written, it will say who furnishes control, what accuracy is required, and who pays for re-establishing destroyed points. If it was left out of the project manual, and on smaller commercial jobs it frequently is, then nobody priced layout, and the first stake sets off a change order.
For a homeowner or owner-builder none of this applies directly, and the practical answer is simpler. The builder normally books the staking because the builder controls the schedule, then either carries it in the contract or bills it through. What to check is the number: most residential construction contracts set a staking allowance against three to five mobilizations, and a job with a retaining wall, a long driveway or a phased utility run will want more. Ask how many mobilizations are in the allowance and what happens on the sixth.
The re-stake question deserves its own sentence in whatever contract you sign. Stakes get run over by excavators; that is normal construction, and the crew that destroyed them usually pays to replace them. A re-stake caused by the engineer revising the design is a different event and belongs to the Owner. Write the distinction down. Billed at $150 to $250 per crew hour on short notice, re-stakes are the line item most likely to double a staking budget that looked fine on paper.

How to buy construction surveying services without a mid-job change order

Decide which phase you are actually buying
Say it in the first line of your request. "Topographic survey for design on a 4 acre commercial site" and "building corner staking, forms going up in nine days" are different products from different parts of a survey firm’s schedule. Vague requests come back as vague numbers, and vague numbers are what make three quotes look three times apart when the underlying work is nearly identical.

Count the mobilizations before you compare prices
Staking is sold by the trip. A residential build typically needs three to five; a commercial site five to twelve. Ask each surveyor to state how many mobilizations their number covers and what an additional one costs. A quote that looks cheap on three trips and expensive on eight is the normal outcome, and you cannot see it until you ask.

Settle the re-stake policy in writing
Two sentences are enough: destroyed stakes get replaced at the destroying party’s cost, and re-staking caused by a design revision is billed to the Owner at the hourly crew rate. Getting this on paper before the first mobilization is worth more than negotiating the base rate down five percent.

On any job with a real specification set, open Division 01 and look for Field Engineering. If it is there, it tells you the accuracy standard, who furnishes control and who replaces lost points, and you can hand it straight to the surveyor to quote against. If it is missing, that is the moment to fix it, not month four.

An as-built survey measures what physically exists after the work is done and records the actual positions and elevations. Staking prevents the error; the as-built documents whether one occurred.
Do I need a licensed surveyor for construction layout, or can my contractor do it?
Setting the control and the primary building corners is licensed surveying work in every state, and a jurisdiction will not accept a sealed as-built from anyone else. Experienced crews routinely carry secondary layout forward from surveyor-set control using a string line or a total station, which is normal and legal. The licensed work is establishing the control the crew measures from.
How many times does the survey crew need to come to the site?
Three to five mobilizations on a typical single-family build and five to twelve on a commercial site, spread across rough grading, building corners, utilities, curb and pavement, and a final check. Phased utility work, retaining walls and long driveways all add trips, which is why the mobilization count matters more than the day rate.
What is a pre-construction survey?
It is the existing-conditions package bought before design starts: the boundary, the topography, and the located utilities, sometimes with a condition survey of adjacent structures on tight urban sites. It is the base map the civil engineer designs on, and it is normally the Owner’s cost under Section 2.3.4 of the standard general conditions.
