What is included in a construction layout survey?

On a commercial job, layout starts before anyone sets a stake. The surveyor checks the drawings first: do the civil site plan, the architectural grid and the structural foundation plan agree on where column line A sits, and does the finished floor elevation match the grading plan? Conflicts between those sheets are common, and finding one in the office costs an RFI. Finding it after the footings are poured costs a redesign.

Then comes project control: a small network of primary control points and benchmarks set outside the work area, tied to the property corners and to the vertical datum the drawings use. Everything after that is measured from this control, so it has to survive the whole job. From the control the crew lays out the building: the gridlines or column lines with offset points beyond the excavation, the building corners, the footing and pier locations, and the elevations the concrete sub needs. On steel buildings the next visit is anchor bolt layout and a check of the bolt templates before the pour, then an as-built of the bolts after it.

What the licensed surveyor usually does not do is every line on every floor. Once primary control and the gridlines are established, many general contractors carry secondary layout forward with their own field engineer and a robotic total station: interior walls, embeds, sleeves, penetrations. That split is normal and legal. What the contractor cannot do is produce the sealed documents the jurisdiction and the lender want, which is why the as-built survey at closeout comes back to the licensed firm, and why it helps when the same firm held the control from day one.

Multiply before you compare. A bid at $1,400 per visit that assumes six trips is $8,400; a bid at $1,900 that stakes more per trip and assumes four is $7,600. On most commercial projects both do, and the scope fight happens because nobody wrote down where one stops and the other starts. This is the common split. Your specifications, usually MasterFormat 01 71 23 Field Engineering, override it.

The row that gets skipped is the independent anchor bolt check. When the same crew sets the templates and signs off on them, nobody finds the bolt group that is half an inch off until the steel arrives and the column will not sit.

The tolerance trap

What is the tolerance for anchor bolt layout?

It depends which standard you read, and most commercial project manuals reference both. Division 03 specifications for the concrete contractor normally cite ACI 117. Division 05 specifications for the steel erector normally cite the AISC Code of Standard Practice. The numbers do not agree, and the concrete contractors' own trade association says so in writing.

The American Society of Concrete Contractors' Position Statement #14 puts it plainly: the ACI tolerance is too lenient for anchor bolts, the AISC tolerance is too tight, and because both are in the contract documents, "arguments are inevitable." The fix for a misplaced bolt is also not the erector's call. Federal OSHA rule 29 CFR 1926.755(b)(1) says anchor rods "shall not be repaired, replaced or field-modified without the approval of the project structural engineer of record," and 1926.755(b)(2) requires the controlling contractor to notify the steel erector in writing before a column goes up on modified rods. That is the case for buying the check: a surveyor who shoots the templates before the pour turns a legal and schedule problem into a ten minute adjustment.

Civil, architectural grid, structural foundation plan and the steel anchor bolt plan. A surveyor quoting from the site plan alone will miss the anchor bolt work and price you a building corner stakeout.
