Who needs a short plat survey, and what you are paying for

You need a short plat when you split one Washington parcel into two, three or four lots to sell, lease or build on them. RCW 58.17.020 defines a short subdivision as four or fewer lots, and lets a city or town raise that to nine by ordinance; a county planning under the Growth Management Act can do the same inside an urban growth area. Five or more lots outside those limits is a full subdivision with a preliminary and final plat, public hearings and a much longer clock.

The survey is not optional paperwork. Under RCW 58.17.060, when a local ordinance requires a survey it must be completed and filed with the short plat application, and the short plat is not approved until it is filed with the county auditor (RCW 58.17.065). The surveyor researches the deeds and earlier surveys, establishes the outer boundary, designs and sets the new lot corners, shows easements, access and any critical areas the planner asks for, and certifies the drawing. Any discrepancy the survey finds has to be noted on the face of the short plat under RCW 58.17.255.

One rule shapes every budget: land in a short plat cannot be divided again for five years without a full plat. If you think you may want a fourth lot later, design for it now, because the statute only lets the owner who filed add lots up to a total of four inside the original boundaries.

King County's preliminary figure covers planning, SEPA, fire, critical area and site engineering review; a minor resubmittal adds $2,057 for a micro-subdivision and $4,115 for the other short plats. Seattle adds a 5% technology fee on every charge and bills extra review hours at the hourly rate, so a short plat that needs corrections costs more than the intake figure. The same two-lot split carries $600 in review fees in Sumner and $22,853 in unincorporated King County. What makes a short plat cost more or stall

Most overruns come from conditions the planner attaches, not from the survey drawing. Ask about each one before you sign a surveyor's quote.

  • Critical areas. A wetland, stream, steep slope or their buffers on or near the parcel usually brings a consultant report and a survey that locates the flagged line. See what a wetland delineation costs before it surprises you.
  • Water and sewer. Each new lot needs proof of water and either sewer or a septic design the health district will accept. A lot that cannot show either does not get approved, however good the survey.
  • Access. A flag lot or shared driveway needs a recorded access easement and often a road maintenance agreement, both drawn on the short plat.
  • Frontage improvements and dedications. Cities can require sidewalk, curb or right-of-way dedication as a condition, and RCW 58.17.060 tells them to consider safe walking routes to school.
  • Correction rounds. Seattle bills $551 an hour past the first ten; King County charges $2,057 to $4,115 for a minor resubmittal. A surveyor who files short plats in your jurisdiction every month draws a map that clears review the first time.
  • The five-year lock. Splitting into two lots now and two more later is not two short plats. Plan the final lot count on the first map.
Alternatives

Short plat vs boundary line adjustment vs administrative lot split

Three Washington tools look alike and are priced very differently. A boundary line adjustment moves a line between existing parcels without creating a new one, and RCW 58.17.040(6) exempts it from the plat rules entirely. King County charges $7,165 for a basic one in 2026, far less than a short plat, so if you are only fixing a fence-line problem or trading land with a neighbor, start with a lot line adjustment survey.

The newest option is the administrative lot split in RCW 58.17.145, added by the Legislature in 2025 (chapter 301, Laws of 2025). Cities must offer a process that creates one new residential lot by administrative decision, with no public hearing, as long as both lots meet the minimum lot size, the parent lot was not itself created by a lot split, water and sewer purveyors have certified availability, and access and utility rights are granted on or before recording of the lot split survey. The approved lot split survey must carry a note that no further lot split of either lot is allowed under that section. It applies in cities, not unincorporated county land.

Large rural tracts can fall outside the chapter altogether: RCW 58.17.040(2) exempts divisions where every lot is a 1/128 of a section or larger, or five acres or larger when the land cannot be described as a fraction of a section, unless the county has adopted an ordinance requiring plat approval for them. Many have. A surveyor who works your county will know which applies before you pay for anything.

Process

How long does a short plat take in Washington?

1.

Pre-application check

Confirm zoning, minimum lot size, water, sewer or septic, and critical areas with the planning office. Snohomish County charges $480 for a pre-application conference; Seattle $1,102 for a pre-submittal meeting. This is cheaper than redesigning a rejected map.

2.

Survey and short plat map, 3 to 6 weeks

The surveyor pulls deeds and recorded surveys for your parcel and the neighbors, recovers corners, runs topography if required and drafts the short plat with the new lots, easements and notes.

3.

Preliminary review, usually 2 to 6 months

The planner circulates the application to engineering, fire, health and utilities and returns comments. Every correction round restarts part of that clock.

4.

Final short plat, 30 days by statute

RCW 58.17.140(2) requires final plats and short plats to be approved, disapproved or returned within 30 days from filing unless you agree to an extension. The surveyor sets the new monuments and finalizes the map before this stage.

5.

Record with the county auditor

The short plat is not approved until it is filed with the county auditor (RCW 58.17.065). King County charges $423.50 for an 18x24 sheet. Only then can the new lots be sold.
