What a subdivision plat is

Nothing you sketch on a tax map exists until a plat is recorded. The surveyor establishes the parent boundary, lays out lots that satisfy zoning (frontage, area, setbacks), drafts the plat to the county's exacting format, sets the new corner monuments, and carries signatures through planning, health department and recording. The recorded plat is what lets you sell, finance or build on the new lots.

Timelines are set by review boards as much as fieldwork, so local experience is worth real money here; a surveyor who knows the county examiner saves you a rejection cycle. Larger subdivisions typically also need a topographic survey for road and drainage design and construction staking when improvements go in.

The word "plat" causes more confusion than any other term in surveying, and ordering the wrong product wastes weeks. A plat of survey depicts one existing parcel and tells you where its boundaries already are; it is a surveyor's sealed opinion, usually not recorded anywhere, and it is what a closing or a fence project needs. A subdivision plat is the opposite transaction: it creates parcels that did not exist before, it must be approved by a municipality, and it only takes legal effect once recorded. A "plat map" is a third thing entirely, the county assessor or GIS depiction of parcel shapes, which is a tax and reference product and is not a survey at all. The approval path is where most of the calendar goes. Typically the surveyor prepares a preliminary plat showing proposed lots, streets and easements, which planning staff and often a planning commission review against zoning and subdivision ordinances. Engineering reviews the drainage and road design, and where lots will use septic the health department must sign off on soil and perc testing before lots can be approved. Once conditions are satisfied the final plat is drafted, signed by the owner and the surveyor, approved, and recorded. Streets and utility easements shown on the plat are usually dedicated to the public at recording, which is a permanent transfer of rights, so read the dedication language before you sign it.

Budget for costs that sit outside the survey fee. Many jurisdictions require improvements (roads, drainage, water and sewer extensions) to be built or bonded before the final plat records, and a performance bond or letter of credit can dwarf the surveying cost on a larger project. Counties also charge review and recording fees, and some require park, school or impact fees per new lot. Ask your surveyor early what the local ordinance triggers at your lot count, because thresholds matter: many places treat a split into two or three lots as a "minor" subdivision with a far lighter path than the "major" subdivision rules that kick in above a set number of lots or whenever a new public street is proposed.
