Tulsa County lot split survey and Oklahoma City lot split cost with the INCOG, OKC and county rules

A lot split in Oklahoma divides one tract into a few lots without a full subdivision plat, and the office that holds the land writes the rules. In Tulsa the Tulsa Metropolitan Area Planning Commission (staffed by INCOG) charges $150 and wants a sealed 11 x 17 survey of the parent tract by a licensed surveyor; Oklahoma City approves splits administratively for $50 per split; unincorporated Oklahoma County charges $350 and only splits land into two tracts of five acres or more. The survey and legal descriptions from an Oklahoma licensed land surveyor usually cost $1,500 to $3,500 for one new lot.

Scope

Who needs a Tulsa or Oklahoma City lot split survey, and what you are paying for

You need a lot split when you carve one or two lots off a parcel you own in the Tulsa or Oklahoma City area to sell, deed to a child or build a second house, and you do not want to go through a full subdivision plat. Oklahoma has no single statewide lot split form. In Tulsa and much of Tulsa County the application goes to the Tulsa Metropolitan Area Planning Commission (TMAPC), with INCOG as its staff. Inside Oklahoma City the Subdivision and Zoning office approves the new deeds administratively. On unincorporated land around OKC, the Oklahoma County Planning Commission handles it.

Every one of those offices wants a survey drawing, and two of them want it sealed. The TMAPC form is blunt: all lot splits require a survey of the original parent tract and exhibits describing the final legal description of each new tract, and it must be prepared by a licensed surveyor. Oklahoma County asks for a certified survey of the whole property before the split and another of the proposed split. Oklahoma City accepts a boundary survey or a site plan, but it has to show the new lines with bearings and distances, which in practice means a surveyor.

So you pay for three things. An Oklahoma licensed professional land surveyor researches the deed and plat, recovers the existing corners, lays out the new lot to the zoning minimums, sets pins and writes a legal description for each tract and the remainder. A filing fee, which runs from $50 in Oklahoma City to $350 in Oklahoma County. And whatever the reviewer adds, such as deeding right of way along a planned arterial in Tulsa, a utility letter from a rural water district or a septic permit from the Oklahoma Department of Environmental Quality. If you would rather post the job once, the matcher at the top of this page sends it to Oklahoma surveyors who work in your county.

Same idea, three desks. The fee is the small part; the survey each office wants is what you are really buying.
Cost

How much does a lot split cost in Tulsa and Oklahoma City?

One new lot off a platted city lot with clean records costs $1,500 to $3,500 from the surveyor. Filing fees in Oklahoma are low; right of way dedication, rural acreage and septic work are what move the total.

How much does a lot split cost in Tulsa and Oklahoma City?
Line item Typical cost Paid to
Survey of the parent tract, new corner pins and legal descriptions, one new lot plus the remainder $1,500 - $3,500 Oklahoma licensed land surveyor
Rural acreage split into two tracts of 5 acres or more (Oklahoma County) $2,000 - $4,500, more where section corners are lost Oklahoma licensed land surveyor
Closure report, setback and driveway dimensions for the TMAPC checklist Usually inside the survey quote, ask Oklahoma licensed land surveyor
TMAPC lot split application (Tulsa) $150, not refunded after notice goes out INCOG
Tulsa County exempt land division determination $100 INCOG
Oklahoma City administrative lot split or deed approval $50 per lot split or deed City Treasurer, Oklahoma City
Oklahoma County lot split (unincorporated) $350 administrative fee Oklahoma County Planning Commission
New deeds, recording and any title work Attorney, title company and county clerk fees Attorney, title company, county clerk

Surveyor ranges are market ranges for 2026 and assume a deed or plat that can be traced and corners that can be found. Rural tracts described by aliquot parts of a section, missing section corners, a new access easement or a reviewer asking you to deed right of way along a planned street all add field and drafting time. If the new lot will need a septic or aerobic system, DEQ permits and testing come before any building permit; the perc test cost guide prices that work.

Local rules

Lot split rules in Tulsa, Tulsa County, Oklahoma City and Oklahoma County

The four forms we read agree on almost nothing: how many lots you may create, how big they must be, what the drawing must show and who pays what. Read the row for the office that holds your land before you ask a surveyor to quote.

Lot split rules in Tulsa, Tulsa County, Oklahoma City and Oklahoma County
Office Lots allowed Filing fee What the survey must be Rule that bites
TMAPC lot split (City of Tulsa and the TMAPC area) Fewer than 5 lots from the parent tract, counted over the last 5 years $150 to INCOG Survey of the parent tract by a licensed surveyor, 11 x 17, north arrow and scale, signed and sealed, with a closure report Five or more lots counted cumulatively over 5 years means a plat; staff withdraw the application if they find it
Tulsa County exempt land division Whatever the land use administrator finds exempt $100 to INCOG Survey of the parent tract prepared and stamped by a licensed surveyor or engineer, plot plan at 11 x 17 The ruling can come back as exempt, needs a lot split, or needs a plat
City of Oklahoma City Administrative deed approval for each new lot or deed $50 per lot split or deed Boundary survey or site plan showing the new lines with distances and bearings, as a PDF of at least 600 dpi Metes and bounds tracts over 5 acres are not eligible for deed approval unless part of a rural subdivision with private roads
Oklahoma County (unincorporated) One split in 3 years, into 2 lots of at least 5 acres each $350 administrative fee Certified survey of the whole property and certified survey of the proposed split, two separate legal descriptions, sealed by a registered engineer or surveyor Any lot under 5 acres goes through platting; bring the original deed and notarized warranty deeds

From each office's own form: INCOG lot split application and TMAPC checklist revised August 13, 2024, and INCOG exempt land division application revised July 24, 2026 (both read in full). Oklahoma City and Oklahoma County terms are from their published lot split forms as quoted in search results, because those sites refuse automated reading; confirm the fee with the office before you file. Cities with their own process, such as Bartlesville ($50, sealed survey no smaller than 1 inch to 100 feet, filed 14 days before the planning commission meets), are not in this table.

Checklist

What the Tulsa lot split survey has to show

The TMAPC checklist is the most detailed in the state, and it is the reason a cheap boundary sketch gets sent back. A residential lot split survey for Tulsa has to show all of this on one sealed 11 x 17 sheet.

  • Two kinds of legal description. One for the entire undivided tract, and one for each lot the split creates, including the remainder you keep.
  • The new lines and the streets. Proposed lot lines with dimensions for each tract, and the location and name of every abutting street.
  • Planned right of way. The right of way shown on the Major Street and Highway Plan, not only the current road. You may be required to deed that strip to the city or county, and lot area is measured without it.
  • Buildings, drives and parking. Every existing building with its use and distance from the new lot lines, and every driveway and parking area with dimensions. On small lots, the open space left after buildings and drives.
  • Septic. The septic tank and lateral lines where there is no sewer. A new septic or aerobic system on the new lot needs DEQ permits and testing first.
  • A closure report. The math proving the boundary closes. Without it, staff cannot check the legal descriptions.
  • The zoning numbers. Average lot width, lot area, street frontage, open or livability space and building setbacks for each new lot, so staff can confirm every lot meets the zoning code.
  • Room for the stamp. When the new deeds are written, each page with a legal description needs a blank space of 4 x 1.5 inches for the TMAPC approval stamp. Your attorney drafts the deeds; the surveyor supplies the descriptions.

Process

How to split a lot in Tulsa County and Oklahoma City

1.

Find out whose desk it is

Check whether the parcel sits in the City of Tulsa or the TMAPC area, inside Oklahoma City, on unincorporated Oklahoma County land or in another city with its own form. Pull the zoning district at the same time, because every office checks the new lots against it.

2.

Count your lots and acres

In Tulsa, add up every lot split from the parent tract in the last five years; reaching five means a plat. In unincorporated Oklahoma County, both tracts must be five acres or more and you get one split every three years.

3.

Survey, pins and legal descriptions, 2 to 5 weeks

The surveyor recovers the existing corners, sets new pins, draws the split at the size and scale the office asks for (11 x 17 in Tulsa, a 600 dpi PDF in Oklahoma City) and writes a description for each tract and the remainder. Ask for the closure report in Tulsa.

4.

File with the fee and the extras

Submit the application, survey and fee, plus any utility letter from a rural water district or sewer supplier. Oklahoma County asks for the original deed and notarized warranty deeds and allows at least 3 to 5 working days for review.

5.

Record the stamped deeds

After approval, record the new deeds with the approval stamp and any right of way deed with the county clerk. Only then can the new lot be sold or permitted on its own.

FAQ

Oklahoma lot split questions

How much does it cost to split a lot in Tulsa?

Plan on $1,650 to $3,650 for a simple split: $1,500 to $3,500 for the sealed survey and legal descriptions from an Oklahoma licensed surveyor, plus the $150 TMAPC application fee paid to INCOG. Deeding right of way along a planned street, new deeds and recording come on top, and the fee is not refunded once notice has gone out.

What are the Tulsa County lot split requirements?

A completed TMAPC application, the $150 fee, legal descriptions of the whole tract and each new lot, and a signed and sealed 11 x 17 survey by a licensed surveyor showing new lines, streets, planned right of way, buildings, drives, septic and a closure report. Each lot must meet zoning, and five or more lots in five years needs a plat.

How do I split a lot in Oklahoma City?

Inside city limits you apply to the Subdivision and Zoning office for administrative deed approval. You send the unexecuted deed, the proposed legal descriptions and a boundary survey or site plan with bearings and distances as a PDF, and pay $50 per lot split or deed to the City Treasurer. Metes and bounds tracts over five acres need a different path.

Can I split my land in Oklahoma County?

On unincorporated land, once every three years, into two lots of at least five acres each. You need the $350 fee, certified surveys of the property before and after the split, two separate legal descriptions, the original deed and notarized warranty deeds. A split that leaves a lot under five acres has to go through platting.

Do I need a survey to split my property in Oklahoma?

Yes, for every office we checked. Tulsa requires a survey of the parent tract by a licensed surveyor, Oklahoma County requires certified surveys before and after the split, and Oklahoma City requires a boundary survey or a site plan with bearings and distances. Every new deed also needs a legal description that can be staked on the ground.

How long does a lot split take in Oklahoma?

Plan on four to eight weeks end to end. The survey takes two to five weeks depending on the backlog and the land. Oklahoma County allows a minimum of 3 to 5 working days to review a complete application; Tulsa and Oklahoma City take longer when staff send back comments or ask for right of way.

Who can prepare a lot split survey in Oklahoma?

An Oklahoma licensed professional land surveyor, licensed by the State Board of Licensure for Professional Engineers and Land Surveyors. Tulsa and Bartlesville require the survey to be sealed by a licensed surveyor; Oklahoma County and the Tulsa County exempt land division also accept a registered engineer for the seal.
