PSM licensing and Florida's Minimum Technical Standards

Florida calls its licensed surveyors Professional Surveyors and Mappers. The PSM license is required by Chapter 472 of the Florida Statutes for anyone performing surveying or mapping work in the state, and it is administered by the Board of Professional Surveyors and Mappers under the Florida Department of Agriculture and Consumer Services (FDACS), not the department that licenses most other trades. That trips people up when they go looking for a license lookup.

Florida is unusually prescriptive about the work itself. Rule 5J-17 of the Florida Administrative Code sets Minimum Technical Standards that every survey must meet: the surveyor must determine the boundary in accord with the record description, must set monuments at the corners unless they already exist or physically cannot be set, and every monument has to carry a durable cap bearing the PSM's license number or the firm's certificate of authorization number. Every monument found or placed must be described on the map, including whether it was found or set.

What that means for you as a buyer: a Florida survey that does not show capped monuments and a proper certification is not a compliant survey, whatever it cost. Ask for the PSM number, check it, and expect a sealed map that names the standard it was performed to.

02 / Flood

The Florida survey most owners actually need: the elevation certificate

More of Florida sits in a FEMA special flood hazard area than any other state, and that changes which survey you should be shopping for. If your lender or insurer is asking about flood, the document they want is usually an elevation certificate, not a boundary survey. A licensed surveyor shoots the elevation of your lowest floor, the lowest adjacent grade and the mechanical equipment, and certifies it on the FEMA form.

The reason to care is money. An elevation certificate costs $170 to $800 and, when it shows your structure sits above the base flood elevation, it is the evidence used to rate the policy or to support a Letter of Map Amendment that removes the mandatory flood insurance requirement altogether. Owners in Pinellas, Lee, Duval and Miami-Dade counties routinely find the certificate pays for itself in the first year of premiums.

If you need both a boundary determination and an elevation certificate, say so up front and order them together. One mobilization, two deliverables, and the second one is far cheaper as an add-on than as a second trip. Details on the elevation certificate page.

03 / Cost

Land survey cost in Florida

Florida has a deep bench of surveying firms and a lot of platted, recently surveyed subdivisions, which keeps routine residential work competitive.

Land survey cost in Florida
Survey Typical Florida cost
Residential boundary survey, platted subdivision lot $400 - $900
Boundary survey, 1 to 5 acres $700 - $1,800
Elevation certificate (FEMA form) $170 - $800
Mortgage or location survey for closing $400 - $900
Topographic survey $900 - $3,500
As-built / foundation certificate $700 - $2,500
ALTA/NSPS survey (commercial) $2,500 - $10,000+

Waterfront parcels, submerged land boundaries and anything touching the mean high water line cost more, because the boundary itself is legally complicated. Ranges for every survey type are in the land survey cost guide.

Where Florida surveyors are busiest

We match at county level across all 67 Florida counties. The local driver of demand is not the same everywhere.

Where Florida surveyors are busiest
Metro What drives survey demand Typical boundary survey
Jacksonville / Duval Subdivision growth, flood zones along the St. Johns, new construction as-builts $400 - $850
Tampa / St. Petersburg Coastal flood zones, elevation certificates, tear-down rebuilds $450 - $950
Orlando / Orange County Rapid residential development, fence and pool permits, commercial ALTA $425 - $900
Miami / Fort Lauderdale Dense infill lots, condo and commercial title work, seawall and waterfront lines $500 - $1,200
Naples, Ocala, Gainesville, Pensacola Acreage splits, flood recertification, retirement construction $450 - $1,100

In the coastal counties, ask whether the quote includes an elevation certificate. Half the homeowners who order a boundary survey in Tampa or Naples discover a week later that the insurer wanted the EC instead.

05 / FAQ

Florida land survey questions

How much does a land survey cost in Florida?

A residential boundary survey in Florida typically costs $400 to $900 on a platted subdivision lot. An elevation certificate runs $170 to $800, a topographic survey $900 to $3,500, and a commercial ALTA/NSPS survey $2,500 or more. Waterfront and acreage parcels cost more than in-town lots.

What is a PSM in Florida?

PSM stands for Professional Surveyor and Mapper, the license Florida requires under Chapter 472 of the Florida Statutes for anyone performing surveying or mapping. It is issued by the Board of Professional Surveyors and Mappers within the Florida Department of Agriculture and Consumer Services.

How do I check a Florida surveyor's license?

Look the PSM up through the Florida Department of Agriculture and Consumer Services, which administers the Board of Professional Surveyors and Mappers, and confirm the license is active. Ask the surveyor for the number before you hire. Every surveyor on Surveyors.io is verified against the state board and carries insurance on file.

Do I need a survey to buy a house in Florida?

Florida law does not require one, but most lenders and title companies do, and on a waterfront or flood-zone property you would want one anyway. The survey is what reveals an encroaching fence, a pool over a setback, or a seawall that is not where the plat says it is.

Do I need an elevation certificate or a boundary survey?

They answer different questions. A boundary survey tells you where your lines are. An elevation certificate tells your insurer how high your lowest floor sits relative to the base flood elevation, and it is what can lower a flood premium or support a map amendment. If flood insurance is the reason you are calling, you want the elevation certificate.

What are Florida's Minimum Technical Standards?

Rule 5J-17 of the Florida Administrative Code. It requires the surveyor to determine the boundary in accord with the record description, to set monuments at the corners unless they already exist or cannot physically be set, to cap each monument with the license or certificate of authorization number, and to describe every monument found or set on the map.
